This Beef Shepherd's Pie starts with tender bites of beef roast simmered in a homemade brown gravy with carrots, onions, and peas. It is then topped with loaded red-skinned mashed potatoes. The potatoes are mashed with two kinds of cheeses, sour cream, and garlic.
